Skanda Purana.

During the Lanka war, Rama needed to cross the ocean with his army. Sage Vakadalbhya advised him to observe Vijaya Ekadashi. After Rama and his army observed this vrat, the ocean god Varuna appeared and helped them build the Rama-Setu bridge. They achieved victory (vijaya).
